DOJ issues memo on extra-judicial killings

MANILA, Philippines – Justice Secretary Leila de Lima issued on Friday Memorandum Circular No. 4 directing provincial and city prosecutors to assign one prosecutor that will assist in the handling of political or media killings within their areas of jurisdiction.
The order states that the prosecutor will focus on the case from the start of the criminal investigation until the termination of the criminal proceedings.
Another prosecutor, however, will handle the preliminary investigation of the case so as to maintain partiality and avoid bias.
The directive was issued in light of the 7 alleged political and media killings or attempted killings in Kalinga (Jose Daguio), Masbate (Dexter Legaspi and Mark Francisco), Aklan (Fernando Baldomero), Camarines Sur (Miguel Belen), Nueva Ecija (Pascual Guevarra) and Bataan (Josephine Eustaquio).
The memorandum circular sets in concrete terms the mechanism for close cooperation and coordination between the local prosecution offices and the Philippine National Police or other law enforcement agencies with respect to the investigation, prosecution and resolution of cases involving political or media killings or violence.
