MANILA, Philippines—A top American diplomat on Tuesday reiterated President Barack Obama’s standing invitation for President Benigno Aquino III to visit his country, but served notice that the US was expecting nothing short of an improvement in the Philippines’ human rights record under the new administration.

Undersecretary for Political Affairs William Burns, the highest career official in the US State Department, met with Aquino for about an hour in Malacañang, tackling a variety of issues from human rights to job creation.

“We hope very much to see progress in that area,” he told reporters in an ambush interview, following the meeting that ended shortly before 3 p.m.

“I am certainly encouraged by the emphasis on (the) protection of human rights. I heard it from the President today and we’ve seen (it) in the new administration.”
