Pledge of Commitment in the Campaign Against Enforced Disappearance


We are a coalition of individual human rights advocates and organizations working for the absolute eradication of the crime of enforced disappearance in the Philippines and around the world.

We are aware that enforced disappearance is one of the gravest forms of human rights violation which involves the deprivation of liberty of a person by agents of the State or private individuals or groups acting on behalf of or with the authorization, support or acquiescence of the State, followed by the refusal to acknowledge the deprivation of liberty or the concealment of the fate and whereabouts of the victim which in effect, puts the victim outside the protection of the law.

We hold the Philippine government accountable for the commission of this heinous offense which is continuing in character.  We believe that for as long as the fate and whereabouts of the victims are unknown and perpetrators are not brought to justice while the families of the victims continue to suffer, this form of human rights violation continues to be committed.

We oppose any policy or action that authorizes, tolerates, supports and justifies the inhuman act of disappearing people.

We strongly condemn all forms of human rights transgressions that inflict harm and misery on human beings and derogate human dignity.
We commit ourselves to work together in the spirit of mutual respect and cooperation to push the Philippine government to immediately sign and ratify the International Convention for the Protection of All Persons from Enforced Disappearance and enact the Anti-Enforced Disappearance bill into law without further delay as concrete measures to combat impunity and to attain a world without desaparecidos.
